Search of Niagara County Sheriff's Office information

It appears from the information available on their website that the Niagara County Sheriff's Department may maintain their own registry of sex offenders.  I have not confirmed the information available there is simply a subset of the NY State or Federal database, but it is mentioned that information is made available immediately as it becomes available to Niagara County Sheriffs, which is in contradiction to the representative of the state office who indicated there is a 10 day window before updates are made available by NYS.

Regardless, here are links providing information to sex offenders in Niagara County, and specifically to the Emily Lane, Lockport NY area.

Although some individuals in the search results do not have specific addresses associated with them, the resulting map indicates they are primarily concentrated in the mobile home communities and apartments in the Transit Road / Robinson Road / Old Beatie Road / Rapids Road area.

It is important to note the individual in the distributed mailer is not a search result.  Although the county tax database indicates he is an owner of the property, the Niagara County Sheriffs do not indicate he is living at the property. 

The mailer indicates he was witnessed at the property 100% of the times surveyed.

Call to NYS Division of Criminal Justice

The 1-800-262-3257 number found in the mailer distributed around the Emily Lane, Lockport NY area directs you to the NY State Department of Criminal Justice.  Selecting option 2 from their automated attendant provides access to sex offender information.  The prompt provides background on what services they can provide and directs you to perform searches yourself of the NY State website and database, as opposed to the national one found in the mailer.

The web address for the NY State Department of Criminal Justice is http://criminaljustice.state.ny.us

From there, you can choose the Sex Offender option from the main menu bar at the top to perform searches.  I have found you can also simply enter a name in the search field to the right on the main page, and the site will direct you to the Sex Offender database search tool.

Here you see the current residence of the person in question is listed as 35 Joseph Street in Cheektowaga, rather than Emily Lane in Lockport.

Here we learn that the address of the offender found in the national database is the same as the one where he is officially registered with NY state.  The individual answering the phone at the NYS Division of Criminal Justice indicates that the NY state database is updated at least every 10 days.  Therefore, we can conclude that the residence of this individual should indeed be 35 Joseph Street in Cheektowaga.

Mail distributed by BACAUSA.COM

According to the mailer sent throughout the Emily Lane area, it appears that distribution was likely financed by Bikers Against Child Abuse International.  The website can be found at http://www.bacausa.com

Reviewing the website, I cannot find a chapter specific to Lockport or western New York, although there is a chapter called BACA of New York.

Given there are approximately 100 homes in the Emily Lane sub-division alone, this may have been a fairly costly initiative.

If someone representing the BACA can comment on what chapter is responsible, I imagine residents in the area might be happy to contribute to the cause.

Information about the individual referenced in the recent mailer regarding sex offenders in the Emily Lane area of Lockport NY

All information in the mailer recently distributed in the Emily Lane area of Lockport NY seems to be verifiable and publicly accessible.  For your convenience, I have included a list of relevant links to information regarding the individual below:

The Dru Sjodin National Sex Offender Public Website (NSOPW), coordinated by the U.S. Department of Justice, is a cooperative effort between Jurisdictions hosting public sex offender registries (“Jurisdictions”) and the federal government. These Jurisdictions include the 50 states, Puerto Rico, Guam, the District of Columbia, and participating tribes. This Website is a search tool allowing a user to submit a single national query to obtain information about sex offenders through a number of search options.

The criteria for searching are limited to what each individual Jurisdiction may provide. Also, because information is hosted by each Jurisdiction and not by the federal government, search results should be verified by the user in the Jurisdiction where the information is posted. Mail received in Emily Lane, Lockport NY area

The picture here is a scan of an actual piece of mail received at homes around the Emily Lane, Lockport NY area.  Although I have not received a copy myself, the original version was supplied to me by a resident of Matthew Drive. At least one resident of Rapids Road has indicated that they have received a copy as well.

Given I do not know who else in the neighborhood may or may not have received a copy, my intention here is to provide access to the same information in as economical a fashion as possible.

The mailer appears to be a photocopy of another document, was simply folded twice and glued shut with a blue substance,  along the lines of  glue stick.  There is no return address on the document, it was mailed with a first class stamp (rather than via bulk mail), and the address was printed on an Avery type label.  The address only contained the street address, city, state an Zip code (no name or salutation of any kind).

The post mark is unclear but appears to be dated November 5, 2010.
